Scheme Name : Transport & Marketing Assistance (TMA) Scheme

Implementing Agency : DGFT

Objective : provide assistance for the international component of freight and marketing of agricultural produce which is likely to mitigate disadvantage of higher cost of transportation

Period : 01.03.2019 to 31.03.2020

  • Pattern of Assistance :
  • Fixed amount per TEU(Twenty Feet Equivalent Unit) Container.
  • Forty Feet Container will be considered as 2 units

New Policy Condition : Assistance for products exported by air would be based on per kilogram basis instead of per ton "However, for the fresh applications made on or after 28th April, 2020, in case of shipment by air, claims should be made in the multiple of Kilograms, ignoring any fraction thereof. Applications submitted before 28th April, 2020 cannot be modified from per ton basis to per kilogram basis."

Eligibility Criteria :

  1. Shipping Billing should be either in C&F or CIF (Not eligible for FOB SBs)
  2. Payment should be in FCC through normal banking channels
  3. E-BRCs are necessary
  4. Only applicable for EDI Ports
  5. Applicable for Normal and Reefer Containers
  6. Container should have only eligible products (Do not mix ineligible products)
  7. One Shipping bill per Container (Not applicable for Bulk/Break Bulk Cargo)
  8. Shipment should be done to only notified countries
  9. Only for Full Container Load

In Eligible Categories of Export :

  1. Products exported from SEZs/EOUs/EHTPs/STPs/BTPs/FTWZs
  2. SEZ/EOU/EHTPs/STPs/BTPs/FTWZs products exported through DTA units
  3. Export of imported goods covered under paragraph 2.46 of the FTP;
  4. Exports through trans-shipment, i.e. exports that are originating in third country but trans-shipped through India;
  5. Items, which are restricted or prohibited for export under Schedule-2 of Export Policy in ITC(HS), unless specifically notified.
  6. Export products which are subject to Minimum Export Price or export duty, unless specifically notified.
  7. Export of goods through courier or foreign post offices using e-Commerce.

Exporters, duly registered with relevant Export Promotion Council for eligible agriculture products shall be covered under this scheme.

  5. Products exported from SEZs / EOUs / EHTPs / STPs / BTPs / FTWZs
  6. SEZ / EOU / EHTPs / STPs / BTPs / FTWZs products exported through DTA units

Eligibility Criteria

1 Production of Bill of Lading/ Airway Bill with an indemnity bond.
2 An undertaking to refund the amount received as assistance in case the export does not fructify.
3 Only applicable for EDI Ports
4 Applicable for Export by Air & Sea ( Both Normal and Reefer Containers)
5 Container Should have only eligible products (Do not mix ineligible products)
6 Fixed amount per TEU (Twenty Feet Equivalent Unit) Container.

8 Shipment should be done to only notified countries as listed in Annexure - 2 of the notification
9 Amount as listed in Annexure - 3 of the notification

Benefit

1 Assistance for products exported by air would be based on per kilogram freight charges on net weight of the export cargo, calculated on full kilogram basis, ignoring any fraction thereof.

Pattern of Assistance

1 TMA would be provided in cash through direct bank transfer as part reimbursement of freight paid.

When to Apply

1 One application per Quarter
2 Online TMA Application claims should be filed within a period of one year from the completion of the quarter in which exports have been made.

Compliance

1 Manual (Physical) submission of ANF-7A(A) alongwith prescribed documents shall be submitted to DGFT RA within 30 days after filing online application.
